William Frazier Baker, also called Bill Baker (born October 9 1953) is an American structural engineer best known for designing the Burj Khalifa, which is the world’s tallest man-made structure and the highest building. Bill Baker is currently an structural engineer associate in the Chicago office of Skidmore, Owings & Merrill, LLP (SOM).

After earning a bachelor’s degree in civil engineering at the University of Missouri (1975), Baker held a brief period at ExxonMobil and then completed his master’s degree at University of Illinois (1980). In 1981, he joined engineering and architecture firm Skidmore, Owings and Merrill, LLP (SOM) in Chicago and became an SOM partner in 1996.
